Council Organization
Organization and composition
- The president of the local council represents the council.
- The president's representation of the council means that the intention expressed in the name of the president as the representative of the council has the effect as the intention of the council in law.
- The president has a wide range of decision-making rights for efficient and reasonable management of the meeting. It aims to effectively achieve the purpose of the meeting body by enabling the most suitable operation according to the nature of the issue with the president's independent opinion and judgment.
- The president has the right to supervise the affairs of the council. Therefore, they become the highest decision-making authority for council affairs. The secretary general oversees the affairs of the council under the order of the president, and directs and supervises the public officials under his/her control, so the president has the highest supervisory authority over the affairs of the council. The term of office of the president and vice-president is two years, which is half of the term of office of the members.
Vice-president
- In the event of an accident of the president, the vice-president acts on behalf of the president.
- The quota for the vice-president is two in the case of city/provincial councils and one in the case of city/gun/local district councils.
Plenary session and committee
Plenary session
The plenary session is a meeting body composed of all members of the relevant local council and is the final decision-making stage. 「Local council」 as used in various individual statutes refers to the plenary session.
Standing committeeThe committee is a collegial body that applies majority rule to all decision making in the preliminary examination of the agendas referred to before the plenary session and drafting the agendas under its jurisdiction.
The resolution of the committee does not mean the final decision of the council and does not legally bind the resolution of the plenary session.
